Monopoly ewz and city of Zürich

I got an answer from the city of Zürich regarding my question about high and low tariffs on electricity. It didn't get me much wiser, but at least I got informed that no, they hadn't thought of changing the tariffs to be low on holidays, 'cause there was no demand for it. Or at least it was what the person who answered speculated. She couldn't know for sure.

"Dass man zu den Sonntagen noch die (wenigen) Feiertage hinzunehmen würde, stand meines Wissens nie zur Diskussion. Ich kann es nicht mit Sicherheit sagen, stelle mir aber vor, dass Feiertage nie in Betracht gezogen wurden, weil solche Sonderfälle die Umsetzung verkompliziert hätten. Man hätte dann auch noch regeln müssen, welche Feiertage gemeint sind (nur die offiziellen oder auch die lokalen?). Und so etwas hat im Interesse der Einfachheit wahrscheinlich nie jemand gewollt."

And she thought that it would be difficult to differentiate between official holidays and local ones. Makes me think they might not have computers to operate the electricity distribution here in Switzerland. Or that they can be programmed.

PS. ewz is the sole provider of electricity in the city of Zürich, i.e. monopoly.
