Beggars

According to the news there is an increasing amount of beggars in Zurich, over a 100. The increase is due to the opening of the borders for EU they say, and they warn that there are criminal gangs who organize the beggers. It is illegal to beg, so they have introduced a penalty which is between 50-200 CHF. How practical! First the begger gets money sitting on the street, then the police stops by to collect. Perhaps they should try to address the root cause of the problem?
