those hooks are for hanging mops and brooms and things with long handles. You lift them up, place the handle of whatever inside the "U" and then pull down. It holds the broom / mop/ whatever in place. Not for you to worry about..putz peter must know about these however!! ;)
Yes, this was explained to me by somebody who should know me better. When have I ever used a broom?
to fly? :) just kidding
